From Compliance to Ownership - Cultural Transformation in Local Government

The situation A large local government entity had a clear strategic direction but couldn't make it land. Employees understood change intellectually but weren't emotionally committed to it. Residents were treated as service users, not customers. Values existed at policy level but weren't visible in daily decisions. Departmental silos were breaking the end-to-end resident journey.
What we did Designed an engagement-led approach focused on awareness and desire before any structural change. Introduced real resident journey stories to shift conversations from KPIs to lived experience. Connected core public values to specific frontline decisions. Applied the Circle of Control model to shift "outside my control" thinking to "my responsibility." Facilitated cross-functional workshops to surface behavioural barriers jointly before implementation began.
Results Cultural shift from compliance mindset to ownership mindset. Employees more connected to resident outcomes. Service delivery more consistent across departments. Resistance and blockers surfaced early, not mid-implementation. Stronger foundation for future operational and digital transformation.
